Opera and Opera GX include useful privacy, performance, and website controls, but those tools are not the same as completely blocking a distracting website.
For example, Opera can block ads and manage site permissions. Opera GX also includes gaming-focused tools such as CPU, RAM, and network limiters.

It can restrict the amount of network bandwidth used by the browser.

But bandwidth and attention are different problems.
A Network Limiter does not mean:
Allow me 20 minutes of Reddit today.
And it does not mean:
Block Netflix while I study.
